Following the Yanks on Climate Change

Australian Prime Minister John Howard is clearly attempting to stay in favour with US President George W. Bush with his views on climate change. Australia and the United States are the only two Western Countries that have not ratified the Kyoto Protocol. Bush's main claim on the decision not to ratify the protocol is the fact that that it doesn't apply to China, the world's second biggest producer of carbon emissions after USA. Howard claims that ratifying the protocol would be detrimental to business in Australia. In an attempt to please the people of Australia, Howard is implementing a number of strategies to put Australia under the protocol's set 8% increase in emissions for Australia, the world's largest emitter per capita. So why not sign the protocol? The government is claiming that is is trying to be at the Kyoto Protocol's target emission percentage. Is not signing the Protocol just a strategy to keep in the pants of Bush?
